Crisis Readiness Through Digital Twin Technology

Our Director recently presented at the 2025 ITS Australia Summit on the Gold Coast, focusing on crisis readiness for network operators and the importance of preparing for low frequency but high criticality events. These incidents are uncommon, yet when they occur they demand immediate and confident action. Seconds matter, and the ability of operators to recognise, assess and respond under pressure can influence the outcome in profound ways. Traditional training methods often fall short because they rely on paper-based procedures and verbal briefings, making it difficult to recreate the complexity and urgency of real-world events. 

Motorway tunnels present an especially challenging operational environment during major incidents such as fires, flooding and significant collisions. Preparing control room teams for these situations requires training that feels authentic and allows operators to apply their skills in conditions that mirror the real system. There is a clear need for more realistic and interactive scenario-based learning that helps operators build decision-making capability before facing a genuine emergency. 

A practical and forward-thinking solution is the integration of a Digital Twin into both new and existing Operations Management and Control Systems. A Digital Twin can mirror the live OMCS environment by using real-time data points as triggers for simulated events. When combined with a CCTV visual model, it immerses operators in scenarios that accurately reflect the seriousness of a critical incident. This creates an opportunity for continuous and hands-on training that builds confidence, sharpens reaction times and strengthens response capability. 

By replicating system behaviour and incorporating OMCS logic, a Digital Twin supports faster recovery during real events through improved performance under pressure. It provides an environment where operators can practise, refine and reinforce emergency protocols without risk, ultimately enhancing network resilience and operator readiness well before commissioning. 

Crisis readiness is not about predicting every scenario that could occur. It is about ensuring operational teams are prepared for the moments when the stakes are highest. The conversations that followed the Summit highlighted a shared commitment across the industry to improving safety, capability and the overall resilience of our transport networks.
